What is an Arborist Report?

An arborist report is a professional report, written by a certified arborist, that describes the health and condition of a tree. It will address the size, location, health and condition of the trees, including details of any problems. For example, it states if there is damage to the tree or if the tree is a safety hazard in any way. The report will recommend any remedial action that you should take to preserve or improve the health of the tree. In some cases, the arborist report will recommend the removal of the tree.

If you need an arborist report because you are applying for a tree removal permit, an arborist report will include a site plan and/or planting plan for replacing trees. If you have asked for an arborist report because you are planning construction or landscaping work, the arborist report will also include recommendations for measures that need to be taken to protect other trees whilst work is being carried out.

When do I need an Arborist Report in the City of Toronto?

Under the Tree Protection By-law, you will need an arborist report in the City of Toronto if you want to remove or injure any tree with a trunk diameter over a certain size, or if the tree is in a protected area. This is because there are strict rules protect the City’s tree canopy. You must apply for a permit to remove or injure any tree and permits are only authorised under certain circumstances. When you apply for a tree removal permit, you will need to include an arborist report. If you are removing a tree, this will include a replanting plan.

You do not require a permit to remove a tree that is an immediate hazard, for, example after storm damage. However, the City of Toronto recommends that you obtain an arborist’s report to certify that the tree was unsafe. If you are planning construction or landscaping work, and this will impact on existing trees, you will probably need an arborist’s report.

I don‘t live in the City of Toronto, do I need an arborist’s report to remove a tree?

The rules in other areas are all slightly different, but in alot of cases you will need an arborist’s report if you are planning construction work or if you want to remove trees for another reason. Vaughan, Markham, Richmond Hill, for example, all have similar rules to Toronto but they differ slightly in the detail. Durham Region & York does not have a general by-law that requires permits to remove a tree if it is not in a protected area. Do I need an arborist report if I am planning construction work?

If you are developing a plot of land, or applying for a building permit for construction work and there are trees on the property or that could be affected by the work, you will need an arborist report in most cases. This is not limited when you need to remove trees for construction to take place. Removing structures or hard landscaping, storing or disposing of building materials, building new structures or hard landscaping can all affect existing trees. The arborist report will address any risks to the trees and planned mitigation measures. These could include replanting trees, perhaps on more than a one to one basis. As with tree removal permits, the specific requirements that the report should address can vary between municipalities.

Are there other reasons to get an arborist’s report?

It is a good idea to consult a professional arborist if you are worried about the health of your trees, especially if they are mature trees. If you are planning landscaping work or construction work, an arborist can assess your plans and advise how to mitigate the impact on the surrounding shrubs and trees. You may be worried about the safety of a neighbor’s tree that presents a risk to your property and want a professional opinion.  If you are buying or selling a house an arborist can provide a professional valuation of the trees on the property and advise on any risks they present or the costs of any work to address health or safety issues.
